Title of a 70s children's book about a boy who made incredible stuff in a dump

If anyone knows the title to the story of a boy who apparently was told he couldn't do anything, but he could build great stuff out of trash, I'd be forever grateful. I read this book to my children in the early to mid-seventies when they were small, but the book is long gone and I want to get another to read to my grandbabies. Thanks, anyone!

I was also thinking of Stig Of The Dump as well, but it seemed too obvious.

I can remember it being read at school when I was 9. It has had 2 TV adaptations & a reading on Jackanory.
