yet another eighties horror film to identify...

Like I saw this on telly but missed the start so didn't see title ( many years ago)
Most people on Earth have turned into little piles of dust , two teenage girl survivors are dancing round in a shopping mall to Cyndi Lauper 'girls just wanna have fun' and trying on clothes etc.

Smoe half dried out mutants are prowling about in suburbs and there's some military doctors in a desert base doing evil experiments on survivors to look for a cure for themselves.

The girls go into the base to rescue some kids (cute little boy and girl) and get them out while the army people are slowly turning into dust heaps

It ended with the teenage girls and the little kids back in shopping mall cos all mutants had by now died off and some cool dude puls up in a car , him and younger teenage girl go off cruising while older one shakes her head and grins

Anybody identify this???
