1970's ( or 80's) film

Right -
Saw a full length film lot of years ago which portrayed the good old 'gritty slice of inner city life'

Big thing was - it was animated and most of the gangsters etc were cartoon cats !

Main scene I remember is this club boss who was a crow getting shot - he sort of croaked out in dismay as his life blood spilled out over the pool table he was standing at.
Music got slower and slower as the balls on the table slowly rolled about and droped into pockets as our hapless bird slumped lower and lower and then he died as the eight ball fell into the last pocket.
Thats all folks ! - memory won't kick in any more than that
