late 70's possible thriller/horror series

Help please musing on this for month now still can't remember title of show.
Very similar to outer limits and twilight zone in content but all I have to go is what I remember is the opening credits atmospheric haunting whistling and footsteps off camera and what I think is a fairground in sillouette, can anyone give me the programme title ....? Thanks
