I may have got confused cos of the longish hair on the men and 'Open University lecturer' clothes
This was a seventies or poss early eighties film about USA (or Canada)cops hunting a serial killer.
The killer was striking across a big row of apartment tower blocks - seemimgly at random so they couldn't get him
Eventually one of the cops realised the killer was using the tower blocks as a giant music score with the various murder scenes marking out a tune ( can't remember what tune it was), using this info they managed to lay a trap to get him - I thikn the female cop ended up as a victim herself
