Help!

I remember this movie from the 90s I believe.. It started out as a live movie with a kid in a raincoat riding his bike (which was yellow with a flag, nerd like) away from bullies. He ends up in library. I can't remember what happens in the library but the painting on the ceiling starts moving and the movie somehow turns into a cartoon. He makes friends with a few talking books... I remember one of the books is made to look like Frankenstein. Does anyone remember this????
