a cartoon movie shown on cartoon network on Halloween in late 90s

hi all,

do you remember a cartoon movie shown on cartoon network in late 90s on Halloween.

it was a body (real boy not cartoon) going into a car, where the car takes him to a cartoon world and he becomes a cartoon, on the road he sees strange pinkish paths and gets lost, .......

finally he manages to return to the real world.
where his friend was waiting for him on phone for 5 minutes, but in cartoon life he witnessed more time than 5 minutes.

The Phantom Tollbooth although shown in the 90's its actually from the 70's (and some parts filmed in the late 60's)
