looking for the name of a singer or band

I'm looking to identify an artist or a band for a friend. Video was found - looks like late 80's early 90's. Lead singer is male & has long blond hair. Front and end are too degraded to read. Music lyrics are :

Any clues would be helpful.. age of singer, or rest of band, type of clothes they are wearing, what instruments band are playing, genre of music.. glam metal? pop rock like Bon Jovi.. sounds like a rock ballad.. any name on the bass drum skin?
anything at all that might help?
