I remember it being on tv in the 80s. It was on during the daytime so it was probably meant to be an 'educational' show to teach kids about bullying and/or to not judge people. Defo had some sort of 'issues' vibe to it anyway.
It was a British show. I think it was just a one off episode rather than part of a series. The main character was a school boy who (i think?) was being bullied. By whatever process he forms an understanding/friendship with one of the boys bullying him and even has him round at his house in one scene. I think the bully was on the run from some other people and the victim let him into his house to hide. IIRC the victim character was generally in his school uniform and was a bit of a goody-goody. The bully character had either a punk look to him or a skinhead look. Whatever it was his head was shaved in some way or other.
The only thing I remember clearly about the program was that the bully character was constantly scratching his neck to the point of bleeding.
