At least, I'm pretty sure it's Juliet Bravo. I've looked through the episodes guide on Wikipedia and none of them seem to strike me as the one I'm looking for.
I remember the beginning only. It starts with a young woman (teenager?) wandering through a field at night. She was naked from the waist up but wore many garlands/necklaces. I think she collapses. Her story (I can't remember if each episode dealt with one topic or had several interwoven stories) dealt with drug use, the implication being that she was under the influence. I had no idea what was happening in the scene but my mum turned to me and said "That's what happens if you take drugs". At the time I didn't have a clue about drugs and wondered what she talking about, which is why the scene sticks in my mind.
