Can Anybody Recall A Programme About a Community That was Set Up on a Pacific Island?

Late 90s or early 2000's I'm thinking Channel 4. Guy set up a commune sort of thing and folk would visit from Aus and Europe. He ended up in trouble with the authorities I believe. It ran 2 series as far as I can remember.

Any pointers would be lovely.
