Looking for a weird TV show set in a school(uk)

Was on at Tea time in the mid 80's. All I can recall is that there was this scary puppet in a cellar in the school that was deformed. It was small, like a child, but wasn't a child. It lived in a cupboard and the kids would consult him for some reason. Sounds like a nightmare, right? Uk kid's TV eh...

Could be Bunty or Judy or something like that. This was back in the late seventies early eighties. The story was creepy. It was about a girl who loses her kite. She follows it and finds herself in a world made from paper. A horrible paper man chases her off at the end. Ring any bells?...
