Create a garden/Britain's Floral Garden?

Wondering if anyone remembers a garden set from around the late 60's early 70's where you created your own garden by clipping plastic pieces into a plastic base, cant remember what it was called and have been looking on line for ages for something like it this is my last hope. I remember having a needle like device to push the flowers and the grass into the base. Any ideas?
