Both! Octopussy also had the best prologue of all the Bond films. And as the film came out shortly after the Falklands War I think the fictitious Latin American country depicted in the beginning was supposed to be Argentina with a little bit of Cuba thrown in. And if you look carefully in the chase scene you'll notice that one of the Argentine or Cuban officers is John Rhys-Davies of "Raiders of the Lost Ark" fame.
