What was this TV drama ?

Does anyone remember a TV drama ( transmitted about 1990 ) in which there was urban decay and filthy wild children lived in derelict buildings ? An old lady, sitting on a park bench offered them some "real" food and the chance to go home with her for a bath. They snatched her bag and she fell to the ground. The event was accompanied by Brahms lullaby.

I've been trying to identify this TV play for years.

Sounds like a typical social comment of the times, the birth of "pc" etc in the media.
