Late 70s/early 80s- opening credits in black & white at a border crossing

Trying to find out about a TV programme that was around at the end of the 70s, beginning 80s.

It featured a fair headed boy about 17 ( who was also in other TV programmes at the time)who was looking for his parents helped by an old man.

The credits were in black & white with someone being thrown out of a car at a border crossing. May be something to do with Hungary? The music was lovely & I believe played on a clarinet.

Anyone any idea of the programme or music? Thanks
