Dunno if this is the answer youre looking for, but as soon as I saw your thread title a memory came crashing back into my mind about a book I had as a kid in the 70s called 'The Boland Light Railway' - or something very very close to that. It was definitely about gnomes and a steam train. Hope this helps.
