Scum. It was originally a BBC play, but wasn't broadcast at the time it was made as it was so controversial. I saw the film version at the cinema on a double bill with Midnight Express--not exactly a riot of laughs.

Not that one. The one I am thinking of was so incredibly controversial and was made shortly after the real-life events on which it was based happened. It shares its title with a recent superhero movie.
