Can anyone recall a late 70's or early 80's DOS-based game (I think?) where you try to build a civilization and launch warships against the computer player? Once you win, you're called a Jarl or a Thane? I don't think it had any graphics. You could overtax the people and they'd either leave or rebel. You could store too much grain and then rats would start infesting it, and people'd start getting ill (plague?) so you got cats. If you got too many cats, they'd eat your fish. This was as simple as civilization games ever got. I'd love if someone else could remember it along with me, starting with the title.

If it was DOS based it would have been during the 80's and would most likely be a booter (game with it's own operating system). Based on this and a quick Google for "DOS booter civilization" turned up Trixter's mobygames entry for a game called:
