Can't remember name of game from the '90s!

My friend was talking about the XBOX game Nuts and Bolts and it reminded me of this game I played when I was younger but I can't remember the name of it. You basically had to go through this factory type building and find all the parts to build either a car or a plane...obviously, there were multiple types of each part and one was the best one that would allow your car/plane to go faster. Then after you finished building your car/plane, you would race someone. It's been a while since I've played it so I don't remember all the details, but that was the general idea. Does anyone know the game I am talking about?

That's a ps2 game,and its not a racing game where you build a car or plane to race.nice try though...

there was a c64 game, some sort of hot wheels one that sounds a bit like this

The closest to the descrpition is Need for Speed.
Other than that, can't think of anything else with that description.
