Black & White Short Film - shown a few times in the 70s???

I can recall seeing a black & white film quite a few times throughout the seventies.

I don't think it was very long.

My lasting memory is the end - when somebody is rowing across a lake (?) and a loch ness type monster pops his head out (and I think it actually speaks).

Any thoughts / ideas?

I thought "Children's Film Foundation" www.cftf.org.uk and they made a film called "The Johnstown Monster", which is however apparently in colour.
