Not sure when it was made, could have been 80's or 90's. All I remember is that there were twin teenagers, both wore glasses and blonde I think. UK based film.

A gem of a film by the great Mike Leigh.
Highly recommended, just all round brilliance by cast and crew.
By the way, the twins are played by Jane Horrocks & Claire Skinner, wonderful actresses and familiar faces to British television fans.
