90's film about mistaken identity undercover cop - Help!

OK this is a US film from the late 80's or early 90's. It's about a guy who is mistakenly recruited as an ace undercover cop/FBI agent. He stumbles through the film accidentally solving crimes. In one scene he is involved in a cocaine bust, but when they get the bags of white powder back to the police station he is involved in a tug of war with a police dog over a bag of drugs. The bag bursts and he gets a facefull of powder. He then has to do a presentation to the rest of the station obviously high as a kite.

I initially thought the main guy was Martin Short but it's not one of his films.

Anyone help?

No, that's not it. The main character reminded me of Martin Short (but not him) and I don't remember any other big names in it, definitely not Belushi or Ritter. Thanks for the suggestion though.

Found it! The film is called "Corky Romano" and the main character is played by Chris Kattan. I was a bit off with my dates as it was a 2001 film.
