Xmas Martian

I remember watching this on TV around Xmas time and I think I saw it twice in the late 70s/early 80s when I was growing up. It was a French Canadian fantasy about a very strange martian who befriends two children. I seem to remember the martian could fly a bit too. Yes, remember it well. Broken up from school, about 1982/3...Badly dubbed, Police Sargent was gumpy and always eating nuts of spitting or something I think. The Martian was just a bloke who fired a load of Smarties out of a hose.
