Looking for 80s movie title unknown?

All I can remember is a scene at night time where 1 man was fighting completely naked with 4 or 5 men in black jackets, blue jeans and fingerless gloves on top of a tall building and some other buildings could be seen around it that were even taller, might possibly have been in LA somewhere but not sure, I think before it were a sex scene but the men came in and a woman got shot or killed and because of how it happened the guy didn't put any clothes and just ran to the rooftop to fight them.

Sorry if it sounds strange but this is all I can remember and only 1 voice I can remember hearing but not sure who it could be

Just checked and I don't think its that one, can only remember watching it sometime in the 90s. The scene was at night time and possibly a sex scene were happening rite before the fight began or maybe he just finished having a shower and the gang broke in so because of how it started he didn't have time to put clothes on and ran to the rooftop to fight. I think I only ever watched the film twice and the only film I've seen with a seen like this

OK so I know I've already tried and still got no where, but here are some other details that's only just come to mind that might help.
in the scene the guy was wearing a womans bathrobe he didn't have any of his so the woman let him put on one of hers, it might have been pink or white, before the fight started one of the guys said Come and fight us on the rooftop if you dare, he said it in a slow and quiet tone, then a chase to the rooftop happened which is how they got to the roof. As all of it begun the woman got shot, I don't if it killed her but she got left in the room they were in, when the fight started the bathrobe got ripped off ending with the guy wearing nothing at all and one of the guys said Hey I can see his willy, and that's all else I have to describe now

The bit about his bits I know it sounded funny but that's what happened. I hope this helps more and I watched this sometime in the 90s

I know haven't posted about this for a while but I think it was made by a low budget film studio like PM entertainment or Action International pictures, not saying its one of those 2, but if anyone knows of any other types of studios that did low budget films, that's probably why its hard to find, Also I watched somewhere from 1991 and 1995 so it was definitely a 90s movie, I remembered this because I watched on a pirated copy at my dad's house and it came on tv a few times probably channel 1,2,3,4 or 5 whichever one it was
