Help me find this American or European cartoon or animated TV series. I estimate the year of the cartoon's release to be no later than 2002–2005, because I watched it during my childhood, before I was old enough to go to school.
I remember one character in particular: he was short in height, wearing a green suit and hat with red feathers (not Robin Hood); the hat is musketeer or medieval in style. He also has mid-length black hair, cat whiskers on his face and a turned-up nose. He was a man around 40–45 years old and looked human, not like an anthropomorphic animal!
