What monster movie from the 80's?

I can remember is that there were scary looking animal faced people monsters that were really bad. They may have been wearing masks. The one scene I remeber, a dog faced man holds up an old couple in their home and shoots the old man or he has a heart attack. The old man falls backwards and crashes into a large fish tank spilling in everywhere.

This movie really scared me as a kid. I don't think I was allowed to watch the rest of it. If anyone has an idea of what it might be PLEASE let me know. I have been trying to figure out for a long time. Thanks.

Sounds like one of the nightmare sequences from An American Werewolf in London. The monsters are dressed in Nazi uniforms and the couple in the house is the character David's parents in one of his many nightmares.
