I don't know about the true story bit, but it sounds like it might be George Romero's "The Crazies".

There was a TV movie called 'Bitter Harvest' that was made in 1981. Could that be it? It starred Ron Howard. Was a book and a movie apparently, which was based on a true story. Won some Emmys too.

A young dairy farmer discovers that the reason his herd's milk production has been declining is that the soil has been contaminated with deadly PPB chemicals. A made-for-TV production based on scientific reports at the time.

It was IMPULSE, made in 1984, with Tim Matheson.
