I have very vague memories of this film but the basics of it are, theres a kid, who maybe works in a special effects studio or something, and they'e building a dragon, it starts talking to the kid, he also has a talking cuddly toy of a green dragon/dinosaur too I believe, and something to do with them going under his covers (to a different world?)

These are actually two seperate films made for television, both featuring animatronic beasties created by Jim Henson's Creature Shop. The one with the dragon is called "Monster Maker" and the one with the toy dinosaur is called "Living With Dinosaurs".
