...possibly going to heaven, have very vague memories of an owl, magician or detective or something along those lines.

Could it have been 'Mr.Merlin'? That was on around then- it was a light-hearted series about a humble garage mechanic who was in fact the Arthurian wizard Merlin. I seem to remember him proudly opening up a space / time portal ehat had such a cloud-wreathed staircase leading up into it.
