The animation was shown among many eastern European animated shorts so I am only presuming that it was 'dubbed'. If it was eastern European, the version I saw was certainly dubbed into English (there was a narrator) and I'm not sure of the country of origin. In English, the title was called 'Rootie the Pixie'. I think it had 4 episodes. The story was set in a forest and centered on a pixie baby/boy that hatched from an acorn in a big tree. I've been searching all over but can't seem to find reference to it. The style looked to be late 1970's/early 1980's...very much like a picture book.
I spent quite a long time searching for a cartoon called 'The Little Orange Mailbox'. It turned out to be a Czech short called 'Oranžová schránka'. I can't seem to track who produced the English translation/production. Both shows were broadcast on the UK The Children's Channel and possibly Pinwheel in the U.S
