Please Provide Help With Movie Title Involving British Boy on Bus

Hello. I hope someone can help me. I am sure this was either a mini-series, tv show, or possibly movie. All I can remember is, there was a boy with a british accent, and he was on a bus and said he did not start the fire. This was on in the 80's and it is driving me crazy because I can't remember the title. I hope someone on here knows.

Hello. Thank you so much. It sounds like this might be the title. I searched Simon Gipps on google images and he does look like the actor I saw in the movie. If only I can find a video of the movie.
