Yeah it def sounds like potty time. There were 'model scenes' (for want of a better description), a bit like the old 'flea circuses'. Mostly re-enactments of battles, tiny, little, invisible people would shout with equally tiny voices and tramp across the scenery, leaving footprints and other model items moving about, trees falling over, walls getting knocked down etc. Doesn’t seem to be much of the small models included in series one , there’s a couple of episodes on YT but they crept in during later series
a couple of examples here https://youtu.be/9Rpwyww3Umw

It wasn't Puddle Lane, was it? With a Magician and a green dragon? The Magician used to tell stories.

Yes, the blowing hot air onto glass and writing one's name - used to do that on the bedroom window during the cold months.

I remember Pob used to spit on the screen, which is something my mum hated -- and me.

Was it bizarre and psychedelic? Could be Pob's Programme? I think it was on channel 4?

I'm not sure if there were a few different little features within one show, or just a short one every day. The only one I can remember clearly is the sand box town/veichle one with the older man. Mayb it wasn't on at lunchtimes, but I thought it was!
The sand box town sounds like Potty Time with Michael Bentine.

Rosie and Jim? It was presented by Postman Pat author John Cunliffe.

Thanks, I don't think it was anything to do with that, having looked it up.

Rag-Dolls set in Birmingham/the West Mids area springs to mind/jumps to mind straight up - it was set/based on a Canal and they did differing/different thins like Sooty and Sweep and Rainbow etc

Though going on what you say OP I am unsure if it all tally's up etc
