This was a comedy and I believe it was about one mans' thoughts on life in general - it was aired in either 2001 or early 2002.
I remember that in one of the episodes the protagonist lamented about when he was a child and at 5 O'Clock every night the BBC would switch the viewing over to Scottish TV.
In another episode he was the manager of a 1 man borough and had to unblock the water reservoir of 1 leaf.
The main actor/ protagonist may have Peter Capaldi, but may be confusing him with someone else.
