Help with an old cartoon shown on C4

This has been bugging me for some time, so I hope you lovely people will be able to help.

There use to be this cartoon shown on C4 in the early 90's I think and it was on C4 around 5pm (I think).

It was about this blue man or creature that I think wore red boots and he use to live in the kitchen (under the unit, or sink) and there was also a female character in it as well. I remember that there no or very little words in it, and the blue character was always really depresssed. I think the cartoon was more aimed at older people rather then kids.
