TV Drama - Possibly with Stratford Johns

I've been trying to remember the name of a TV Drama series from the 1970s. All I can remember is that I think it was set in Scotland and the opening scene had Stratford Johns (?) pushing a small child off a bridge and then winking at camera. Only one other person notices him do this. I think the Stratford Johns character was supposed to be the devil. Apart from that, I'm stuck!
