I've seen this before via this site, with it's in-depth look at the whole video that clip is from.

Mr. T's Be Somebody ...Or Be Somebody's Fool (1984) Recap @ the agony booth : hilariously detailed recaps of movies, TV, and more!

They also profile a few episodes of Mr.T's cartoon, which crack me up at times.
