    Who is speaking and what scene from first film.
    I think it is Stan speaking and the scene is where one of the clippies needs help to have her ticket machine straps altered.

    I believe Jack's fares-fiddling was in the credits sequence of the first film, but it could have been Mutiny on the Buses, and he gets away with it as Blakey is not around.

    No. As people get on the bus, he collects each person's money and winds out a ticket, but doesn't rip it off to give to the passenger. When all the passengers have gotten onto the bus, there is a long strip of tickets that he hasn't handed out. He then rewinds the strip of tickets back into the machine and pockets the money.
