There were several pirate games but the classic, which can be found in a range of versions as it lasted for many years, was Buccaneer.

I had this game ... Im pretty sure the cards with the pirates on them determined whether you won or lost a battle when you challenged another ship for their treasure ...

They did, I think you collected them as your crew, you added up the total of the black and took away the total of the red to give you your crew strength for battles, or something like that.

The version I have, the ships have plastic sails on them.
