This might date back as far as late 60's but here goes.
We had a little post office/shop near us which sold just about everything including small toys and novelties. Amongst the usual Sherbert Fun Bags and Indoor Fireworks (don't go there... no really!), I remember they sold what I guess would be classed as a novelty toy. It was a small clam type sea shell about as big as 10p piece. When you dropped it in a glass of warm water it would very slowly open and a small tight paper ball on a string would float out. Then the paper slowly unfolded into a flower. Took probably 5-10 minutes. Didn't do anything else that I remember.
I don't know how else to describe it, I'm sure I didn't dream it.
