70s ITV Kids fantasy show, set under a tower block

The show that's bugging me: Some kid (may have had ginger hair) visits his gran or someone in a council tower block. The lift malfunctions and he plummets not to his death but to some bizarre urban, subterranean world and spends the remaining episodes getting back home. May have had an 'it was all a dream ending'.
Something tells me it was a Sunday afternoon ITV series, late 70s maybe. Really cheap effects and sets.
