Very vague and random - period kids drama 1980s UK

I have a memory of something on TV that was set in perhaps the 1800s. A kid was sort of on the run from this woman. She eventually finds or catches up with him and they have this sort of showdown at a water or flour mill. Something happens where she might be killed by the wheel or something and he decides to save her.

Really vague, really random - that's all I can remember. Ring any bells with anyone?

I remember that featured some runaway children & a mill in some episodes.

Had a read about it - not sure. Will do some more digging. Looks like it was German - would it have been broadcast in the UK?
