Can anybody help name this kids TV show?

Hi guys, this has been stressing me out for months now!

I vaguely remember this kids TV show about two ragdolls inside a bag. They were played by people in costume, so it wasn't Rosie and Jim or Tots TV. I can't remember if this was a series or if this scene only actually ever happened once in another show perhaps? I'm a 90s child so I assume it was from the 90s, and I think I remember someone playing a flute or other instrument into the bag to wake the characters up, but that may just be a memory I have created!

Any ideas?
