Anyone remember Billy the flautist who lived by the sea in an ITV drama?

this has been bugging me for years, i remember watching a weekly (i think) drama on itv around 1980''s about a chap called billy who played the flute and lived by the sea, i dont want to watch it again i just want to know if anyone remembers it and even may know the title!
