The Flashing Blade (original title "Le Chevalier Tempête") did indeed have a catchy theme tune, but it was 60's not 70's.

The What's Happening! theme was written by Henry Mancini who also wrote the Pink Panther theme as well as the music for numerous films and TV shows such as Battlestar Galactica and Charlie's Angels to name a few. Here's an extended version.
