Story Time Cartoon Late 1980s

I remember in the late 1980s there was an animated show which featured 3-4 short stories per show. The feel of it was quite Central European.

While many stories were one-offs there were some reoccurring characters, including The Bear & The Tiger, & the unfortunately named Hans Strocock. There was a Captain Caveman like character who linked the segments.
