    Roll Over Beethoven ??
    http://www.phill.co.uk/comedy/rollover/index.html

Sadly I cant find a cast photo so not sure if he was a punk.

    Summary
Belinda Purcell (Liza Goddard) is a piano teacher living in a small, quiet village with her father Oliver (Richard Vernon).
One day, a new tenant arrives at the 'big house'. He's Nigel Cochrane (Nigel Planer), a well-known rock star. He talks Belinda into helping him with arrangements for the songs on his new album.
Later, Belinda decides to branch out on her own, with the help of lyricist Marvin Fertleman (Emlyn Price).

Now i know its not exactly how you described it but Home To Roost sort of featured a lodger (Reece Dinsdale) and he did have a girlfriend with green spikey punk hair in at least 1 episode.

Other than that i must say im struggling and sit coms are my pet subject .........

Re: help-what was this 80's comedy

Ive found a suggestion that the green haired punk may have been played by actor Tom Watt(lofty) and someone else thinks Christopher Eccleston, just one quote found that an actor turned down the roll, no mention of who took up the roll though or a series name

"At the height of his early fame, he turned down a lucrative role as a green-haired punk rocker in a BBC sitcom in order to play the fool in a production of King Lear in Exeter."

The only other clue I found is the punk may have been called Alex.
Oh and Tom Watt could have played a punk in Never the Twain.

Dont know if any of this will ring any bells Woff, but I'm getting pretty much stumped!

Not too sure about the green hair but the Matthew Kelly sitcom, "Relative Strangers" had Kelly's character having to give lodgings to the son he never knew he had. As I remember it, many scenes took place in the kitchen of a cafe run by David Battley.
