70's thriller in large house?

I can clearly recall a British programme from the mid to late 70's that always began with some sour faced criminals (?) altering their appearance by pulling off wigs, putting on false moustaches etc. I think they did it as they alighted from a car and I think one of them was female. I was very young when I saw it but got the impression that these were not nice people.

Any ideas what this show was called?

I remember this one from around that time, series 2 was berserk and had lots of odd things happening.
