Lurked around but I don't think anyone has mentioned this one; late 80s/early 90s? All I can recall is a seagull mobile, the kind you would find in old knick-knack shops, where you pull the string on the torso, and it would bob up and down to give the impression that the gull is flying. May have featured Bill Oddie. Sorry, it's a really fuzzy memory, but the seagull mobile is haunting me.

That sounds like 'Our Back Yard'.
It was presented by a woman whose surname may have been Gardner or Garner, or something like that. She had a daughter called Laura who had Down's Syndrome, and who had appeared in a few episodes of Crossroads.
The show involved the woman playing in their backyard with Laura and reading stories. I think they had a neighbour who was involved as well.
The wooden seagull hung from a tree or a shed and had a string. When Laura pulled the string the seagull's body moved up and down making it look as if the wings were flapping. The seagull had a name but I can't remember what it was. Might have been 'Gull' or somesuch.
It was on ITV.
