80's TV series about 2 boys

hi there! I really hope you can help me, this is driving me nuts!
I am looking for a TV show, probably from the 80's. It was playing around 1850-1900 and was about two boys who I think hid their sister in an orphanage. The show is about them looking for her. The only other person I remember is the bad guy who had a club foot and used to chase the boys.

Anyone remember???

The MOST annoying thing is, I spent days on the internet looking for this and actually found it 2 years ago but don't remember the name!! Aaargh!
